Aboriginal Human Resource Development Agreement (AHRDA)

CAHRD is an urban Aboriginal Human Resource Development Agreement (AHRDA) holder funded through Human Resources and Skills Development Canada. It is one of three AHRDA holders in Manitoba; the others being Manitoba Métis Federation and the Assembly of Manitoba Chiefs. As an AHRDA holder, CAHRD delivers human resource and labour market programs through its own internal services: employment services, and our training vehicle Neeginan Institute.  As well CAHRD provides program service delivery through outside delivery mechanisms (such as Aboriginal community organizations, training institutes and other community entities).

CAHRD does this by funding labour market programs with Aboriginal agencies, community groups and other institutional delivery agents.  Sub-contract agreements are signed through four (4) labour market streams for employment and training programs:

  • Targeted Wage Subsidy - provides wage subsidies to organizations and businesses to encourage the hiring of unemployed Aboriginal individuals.
  • Job Creation Partnerships - provides work experience to Aboriginal individuals aimed at improving their long-term employment goals.
  • Employment Assistance Services - provides financial support to organizations focused on providing employment services to urban 
    Aboriginal residents.
  • Skills Development Training - provides financial assistance to unemployed Aboriginal individuals in order to assist them with developing basic to advanced employable skills.
